About Palazzo Civico
The Palazzo Civico is the city hall of Cagliari, standing on Via Roma in the lower part of the city, facing the port. It is the seat of the municipal government, and its position tells a story: it was placed deliberately away from the old centres of power on the Castello hill.
The story behind it
For centuries, power in Cagliari sat inside the walls of Castello, the upper quarter, where the Viceroy's palace and the former town hall stood close together. That district was tied to an aristocracy that answered to the foreign rulers who followed one another on the island.
The new city hall was built somewhere else on purpose. It sits on the border between the Marina and Stampace quarters, down at street level among shops, trade and everyday life. Read this way, the building marks a break with the past and a fresh start for civic government, away from the rock of the old elite.
What to look for
- Take in the building as a whole from across Via Roma, where you can see how a large public building sits in the middle of a busy commercial street.
- Notice the position between Marina and Stampace, two quarters with their own character, which explains why the site was chosen.
- Look up towards the Castello hill and compare it with the building in front of you, the old seat of power against the new one.
- Turn around and look at the department store opposite, a good reminder that this stretch of Via Roma is the working, shopping heart of the city.
Tips for your visit
- Ten to fifteen minutes is enough to look at the exterior and understand its place in the city. It works best as one stop on a longer walk.
- As a working city hall it is mainly seen from the outside. Check current opening hours and access rules if you hope to go in.
- Morning and late afternoon are pleasant for walking Via Roma, with softer light and less heat in summer.
- The port, the Marina quarter and the stairs and lanes up to Castello are all close by, so you can combine several sights without needing transport.

Highlights of Cagliari: Adventures of the Janas passes the Palazzo Civico as one stop on a longer walking route through the city. The name points to the Janas of Sardinian folklore, which gives the walk a local flavour. When you arrive, the app tells you about the building and its place between Marina and Stampace, then sets a puzzle based on what is in front of you. There is no guide to follow and no group to join, and you can start whenever you like. One ticket covers the whole group.
