About Portland City Hall

Portland City Hall is the seat of city government in downtown Portland, Oregon, in a stone building from the 1890s on SW 4th Avenue. It is one of the oldest civic buildings in the city centre and a rare survivor of the era when Portland was a fast-growing river port. It sits beside two of the city's oldest public squares, which makes it an easy stop on any walk through downtown.

The story behind it

Portland City Hall was completed in the mid 1890s, when Portland was growing quickly as a trading and shipping city on the Willamette River. The city needed a proper home for its government, and the architect Warren H. Williams designed a building in a dignified, Renaissance-inspired style meant to show that a young western city had arrived.

More than a century later it is still used for its original purpose. The mayor and city council work here, and the building is listed on the National Register of Historic Places. It now stands among much newer towers and civic buildings, so the age of the place is easy to read just by looking at it.

What to look for

  • The masonry facade and its classical proportions, which look very different from the glass and concrete buildings around it.
  • The main entrance on SW 4th Avenue, where you can see how a 19th-century civic building was designed to feel formal and welcoming at once.
  • The green blocks of Lownsdale Square and Chapman Square close by, which give you a good place to stand back and view the whole front of the building.
  • The Portland Building a short walk away, a postmodern landmark that makes a sharp contrast with City Hall's older style.

Tips for your visit

  • Allow 10 to 15 minutes to look at the exterior and the nearby squares, and longer if you combine it with a wider walk through downtown.
  • Morning or late afternoon light is kind to the facade, and the streets are usually calmer outside weekday rush hours.
  • It is a working government building, so access to the inside is limited and may include security checks. Check current opening hours and access rules before you plan to go in.
  • The park blocks, the Portland Building and many other downtown sights are within a few minutes on foot, so it pairs well with a longer stroll.
